Violating Sovereignty: USDA terminates land-access grants, stalling tribal agriculture projects and stripping millions in funding

The U.S. Department of Agriculture (USDA) has terminated 49 out of 50 awarded grants under the Increasing Land, Capital, and Market Access Program, a nearly $300 million initiative. This mass cancellation, occurring in late March and early April 2026, has stalled critical tribal agriculture projects and stripped millions in funding from Native-led organizations. 

Rationale for Termination

The USDA justified the abrupt cancellations by citing:

• DEI Concerns: Officials claimed the program used discriminatory Diversity, Equity, and Inclusion (DEI) preferences.
• Fiscal Mismanagement: The agency labeled the program as "wasteful spending" and an "egregious misuse of taxpayer dollars".
• Policy Shift: The administration stated it would prioritize "color-blindness" and "meritocracy" in its mission. 

Impact on Tribal Projects

The loss of these funds has disrupted long-term planning for infrastructure and land acquisition: 

• Piikani Lodge Health Institute
  Lost nearly $9 million intended for a community resource center on the Blackfeet Reservation.
• Chippewa Cree Tribe: A project to purchase land and train young farmers may be halted entirely.
• Four Bands Community Fund: Support for 25 low-income producers across four states has been thrown into uncertainty.
