Government Ordered to Turn Over Files on ICE Agent Who Killed Renee Good

Evidence from Jonathan Ross’ fatal shooting of the Minneapolis woman on Jan. 7 is sought as part of a separate case in which a man was convicted of dragging the federal agent with his car.

U.S. District Judge Jeffrey Bryan ordered federal agencies to turn over unredacted files regarding Jonathan Ross, the ICE agent who fatally shot Renee Good in Minneapolis. The order requires the government to produce these records by May 1, 2026, for an in camera (private) review by a magistrate judge to determine if they can be used as evidence. 

Context of the Order

The ruling does not stem from a direct criminal case for Good’s death, but from the prosecution of Roberto Carlos Muñoz-Guatemala
.

• Muñoz-Guatemala  was convicted of assaulting Ross in June 2025 after dragging him with a vehicle during an attempted arrest.
• The Legal Strategy: His defense attorney, Eric Newmark, argued that evidence from the Jan. 7, 2026, shooting of Renee Good—where Ross also claimed he was nearly run over—could reveal a pattern of aggressive tactics or "wrongful conduct" by the agent. Files Required to be Turned Over 

The judge ordered the U.S. Attorney’s Office, DOJ, DHS, and ICE to provide a wide range of materials: 

• Personnel Records: Ross's complete training and personnel files for the duration of his federal employment.
• Communication Data: All data from cellphones used by Ross on the day of the shooting.
• Statements: Any statements made by Ross in the 60 minutes before the shooting, as well as witness statements and recordings from 30 minutes prior to 60 minutes after the incident.
• Medical & Fitness Evaluations: Copies of medical exams, drug tests, and psychological "fitness for duty" evaluations taken between January and May 2026.
• Agency Policies: Use-of-force and training policies in effect at the time of both the June 2025 and January 2026 incidents.

• State Conflict: This order follows months of tension between federal and state officials. Minnesota Attorney General Keith Ellison and Hennepin County Attorney Mary Moriarty recently sued the federal government for blocking access to evidence in the Good case.
